§ 3-19. Prerequisites to issuance of charitable organization permits.

  • The city clerk shall not grant any permit for the holding of carnivals unless the applicant presents a statement signed by the chairman of the ordinance committee of the city council, the chief of police and the chief of the fire department, or by any two (2) of such officials, which statement shall state, among other things, that the applicant is operating a carnival or bazaar for charitable or religious purposes and is not in violation of this article. In the event that any one of the three (3) is away from the city for any reason or is sick and unable to perform his duties, the statement may be signed by any person designated by any one of the three (3) as his substitute during his absence.
