§ 14-70. Parking, storage of motor vehicles restricted.

  • (a)

    No registered or unregistered commercial motor vehicle, and no unregistered noncommercial motor vehicle, shall be parked or stored outdoors in a residential zone unless it complies with one of the exceptions permitted in this section.

    (b)

    A single, noncommercial motor vehicle, if unregistered, may be parked or stored in a residential zone only if placed in the rear half of the lot and there is a residence on the same lot. Such single, unregistered, noncommercial motor vehicle must be owned by the owner or lessee of the property on which it is parked or stored. In addition to complying with the foregoing, on lots with frontage only on a single street and interior lots, a single, unregistered, noncommercial motor vehicle may be parked or stored only if no closer than five (5) feet to the neighboring property line and no closer than ten (10) feet to the rear property line; and on corner lots, a single, unregistered, noncommercial motor vehicle may be parked or stored only if located in the lot's farthest quarter from each and every street and not closer than five (5) feet to the neighboring property line and not closer than ten (10) feet to the rear property line.

    (c)

    Parking or storage of unregistered but operational commercial motor vehicles shall be permitted in a residential zone for a period of up to ten (10) continuous days if being used actively in the construction or repair of a building or other structure under a valid building permit.

    (d)

    Outdoor parking of a single, registered, commercial vehicle shall be permitted to one (1) individual on a lot in a residential zone if its registered capacity is less than ten thousand (10,000) lbs. gross vehicle weight. One single, registered, commercial vehicle shall either be parked or stored at all times in a fully enclosed structure or, if parked or stored outdoors, shall not be located within the required front or side yards or within ten (10) feet of the rear property line. However, space in a noncommercial garage located in a residential zone may not be rented or leased for the parking or storage of any commercial motor vehicle.

    (e)

    Should the provisions of this section be in conflict with any other provision of the ordinances of the City of Bristol or any other law, the most restrictive provision shall be deemed to apply. However, the provisions of this section shall not apply to registered commercial vehicles involved with the provision and maintenance of essential public utilities, such as electrical and natural gas distribution, and telecommunications, nor to registered medical response and transport vehicles, snow removal, or other registered emergency response vehicles that are driven to and temporarily parked at the home of an employee or independent contractor who is "on call" during a period of an actual or imminent severe storm or other actual or anticipated civil emergency.
